Units of Summary describe the metric for summary of all assignments and Units of Assignments describes the metric you use for assignments themselves. These are independent of each other and can be switched as needed for each user.
This is to permit more flexibility. For example, you may want to see Available hours for all existing when planning, but when adding assignments- you may want to use a % of capacity.

Available hours per day
Available hours per week
Available FTE (based on Hours per day worked by FTE in account settings)
Utilization %
Unit on Assignments include:
Hours per week
Hours per day
FTE (based on Hours per day worked by FTE in account settings)
Capacity % (based on the account settings)
