From the Project Overview Report or Project Period Report, you can apply Phases as a Grouping
Phases can go above or below the project-level grouping
From Columns, select the metrics/fields you want to view in this report

If you have set up a phase budget in a project, and you would like to view the hours associated with a specific phase within a project, you should place Phase below the Project level to view the breakdown:

If your projects have consistent phases, and you would like to see the sum of revenue generated under the same phase across all projects, you can group by Phases > Projects
